					<description>OK, in an article in today's WSJ, it is said that there are two rounds of tough sanctions already in place, but the US is inexplicably NOT ENFORCING THEM, and not pushing the EU to enforce.  Is our incompetent State Dept./Treasury Dept./whoever is supposed to forward the info and follow through to enforce not doing their job?</description>
