Defense Secretary Robert Gates wants to expand the use of UAVs, or umnanned drones, in Iraq and Afghanistan because they have proven to be a very effective counter-insurgency strategy. One hurdle he would like to see overcome is the qualifications for opearting UAVs, which are flown mostly by former F-16 pilots, limiting the resource pool for UAV operators.
