If I'm not mistaken, one of the factors in the Anbar Awakening was the Sunnis in the Gulf States. If they really want to help, send lots of cash. Hell, they got plenty. They could divert some of their terrorist funding to rebuild Iraq. Personally, I'd like to see Iraq stand on its own two feet and not need the Gulf States.
