I often carried rock fish on to the boats to entice Bald eagles to come off their perch so people could photograph them. I came across to such birds who did the same routine day after day. I would wave the fish in the air then throw it in the water, as the boat drifted away one eagle would fly off its perch straight at the fish, but instead of going for the fish he would fly over the boat, and as sightseers would follow it , the other eagle would swoop down suddenly to nab the fish.

Once I caught on to the scheme , I would tell the photographers to focus on the fish and ignore the first bird. We got some excellent photo’s that year.
