Looks like they were pulling cable or torqueing a lug or something. Saw a guys belt buckle get fused to a 480V bus runing at 800A when it touched a buss bar still have a picture of it.

At the box that’s DC current. My guess is that he fried, although they cut the power or the power shorted out so I guess there’s a chance.

My guess is that the worker is “racking in” a high voltage circuit breaker. It was likely in the closed position, and he was having trouble getting it to “plug in” because of interlocks. He may have gotten help from the other worker to defeat the interlock and racked it in while it was closed. When a closed breaker is racked in to a hot bus, an explosion occurs when the bus connectors touches the breaker connectors because of the high current on a poor connection.
I wish I could get a copy of this video in some way, as I teach high voltage electrical safety, and this is the best video I have seen that illustrates the hazard of electrical flash accidents.
If someone can tell me how to get a copy, please let me know by commenting.

When the folder “Temporary internet files” pops up, click on the “size” button at the top of the columns and it should arrange by size. Look near the largest filesizes for:
