Oh, and by the way, has there been an attack here since 9/11/01? The Sears Tower still up? Oh, and by the way, the classified names of 200 unindicted co-conspirators were given to the Blind Shiek’s defense lawyers in that 1995 WT trial you so treasure. Within 2 weeks, that info was in the hands of Osama bin Laden. So, those trials really are valuable for leaking our sources and methods, and info to our enemies. I’m sure you appreciate that.

More likely, it’s a combination of both.
Clinton used the Law Enforcement approach, with a few missile strikes to make it seem like he was doing something effective.
It failed. Miserably. That traitorous fuck turned over all our intellegence, most critically our sources and methods, to the enemy, ensuring that they’d become useless.
Imagine if we’d let the Germans and Japs know we’d cracked their codes in WWII.
