In fact, all officers of any rank are "executives" in the sense that they are trained to lead others of lower ranks, specifically the non-commissioned enlisted folks. Even an Ensign in the Navy is an executive, because even the old-timer Master Chiefs (E-9) have to salute the green thumb Ensigns fresh out of college and call them "sir".
