The main reason that firework displays aren't happening is not because of the dry situation (it's almost always dry in Calif in July), but because of the huge number of fires in the state. All available firefighters and resources are tied up fighting those fires which leaves the cities at draw down (very limited resources). There's no way, they're going to take a chance on a fire when they are staffed lightly.

Santa Barbara has a raging fire and hundreds of people have been evacated to date. Just yesterday, they were able to get the fire prioritized to #1 in the state and therefore resources could be diverted from other fires to SB. Just today we started to get the P-3s and even got the DC-10. Needless to say, it's helping immensely. Oh, and all our various firework displays have been cancelled.
