If you didn't pay you got your windshield smashed in. Chicago did pass a pass an ordinance banning them and it did work overnight. Since then, which was years ago, I've only seen a few. I had the windshield of my Jeep smashed in once. The next day I started driving with a pry-bar on the passenger's seat and a blackjack on the dash. Problem solved. Now everyone has a homeless/jobless sign and collects a lot of cash per hour. If you don't mind the fumes and direct sun it's a great paying jig.
