Jihadi Mercy? Murderer Pardoned Just Before Beheading

He must have raped and murdered several Western children, that’s why they pardoned him…any ideas on this? Anybody ever heard of this “pardoning” thing with these knuckle-draggers before?

    In most Arab countries the Perp’s family can offer a pay-off to the victim’s family and if it’s accepted the Perp goes free.
