    There’s a certain kind of lethargy in some Middle Eastern countries. The rules are so complex and punishments so severe that men don’t always want to step up to the plate. I watched a camel driver melt into a crowd and slip away from possible interrogation because a non-Muslim fell off his camel. He could have been held responsible even though it was the non-Muslim’s fault. In some prisons, the party responsible for a car accident can be held indefinitely unless the “injured” party says “let him go.”
