Burris Does Not Need IL. Secretary Of State’s Signature

In addition, Senate Rule #2 which Harry Reid and Dick Durbin constantly cite to prove that the Secretary of State’s signature is required to seat Burris, does not say that. It merely says it recommends that the Secretary of State has signed a certificate.
