‘Fusion center’ data draws fire over assertions
Politics, banners seen as suspect

Tim Neal of Miller County was shocked recently when he heard a radio program about a strategic report compiled by state and federal law enforcement agencies to combat terrorism.

Titled “The Modern Militia Movement,” the report is dated Feb. 20 and designed to help police identify militia members or domestic terrorists. Red flags outlined in the document include political bumper stickers such as those for U.S. Rep. Ron Paul, talk of conspiracy theories such as the plan for a mega-highway from Canada to Mexico and possession of subversive literature.

But when Neal read the report, he couldn’t help but think it described him. A military veteran and a delegate to the 2008 Missouri Republican state convention, he didn’t appreciate being lumped in with groups like the Neo-Nazis.

“I was going down the list and thinking, ‘Check, that’s me,’ ” he said. “I’m a Ron Paul supporter, check. I talk about the North American union, check. I’ve got the ‘America: Freedom to Fascism’ video loaned out to somebody right now. So that means I’m a domestic terrorist? Because I’ve got a video about the Federal Reserve?”

Blogs and Web sites frequented by people interested in civil liberties issues have been overloaded in recent days with comments from angry readers who view the document as a precursor to an American KGB spying on U.S. citizens.

“The government is out of control, we are just trying to survive,” wrote one poster who identified himself as John Adams.

But state law enforcement officials said the report is being misinterpreted. Lt. John Hotz of the Missouri State Highway Patrol said the report was compiled by the Missouri Information Analysis Center based in Jefferson City and comes purely from publically available, trend data on militias.

Hotz said MIAC, which opened in 2005, is a “fusion center” that combines resources from the federal Department of Homeland Security and other agencies. It was set up to collect local intelligence to better combat terrorism and other criminal activity, he said.

“All this is an educational thing,” Hotz said of the report. “Troopers have been shot by members of groups, so it’s our job to let law enforcement officers know what the trends are in the modern militia movement.”

The report’s most controversial passage states that militia “most commonly associate with third-party political groups” and support presidential candidates such as Ron Paul, former Constitutional Party candidate Chuck Baldwin and Bob Barr, the Libertarian candidate last year.

Hotz said using those or similar factors to determine whether someone could be a terrorist is not profiling. He said people who display signs or bumper stickers from such groups are not in danger of harassment from police.

“It’s giving the makeup of militia members and their political beliefs,” Hotz said of the report. “It’s not saying that everybody who supports these candidates is involved in a militia. It’s not even saying that all militias are bad.”

Not everybody agrees. At a “Tea Party” to protest wasteful government spending Thursday in Flat Branch Park, several people displaying the Revolutionary War-replica “Don’t Tread On Me” flag were upset to learn the MIAC report lists the banner as a “militia symbol.”

“That’s insane,” said Doug Wendt looking at the MIAC document. “That is not a militia symbol. That is American history. This is historic. The only animosity” American colonists “ever directed with this was towards England.”

Roger Webb, president of the University of Missouri campus Libertarians, also took offense. “It’s absolutely obscene,” he said of the report. “It seems like they want to stifle political thought. There are a lot of third parties out there, and none of them express any violence. In fact, if you join the Libertarian Party, one of the things you sign in your membership application is that you don’t support violence as a means to any ends.”

Neal, who has a Ron Paul bumper sticker on his car, said the next time he is pulled over by a police officer, he won’t know whether it’s because he was speeding or because of his political views.

“If a police officer is pulling me over with my family in the car and he sees a bumper sticker on my vehicle that has been specifically identified as one that an extremist would have in their vehicle, the guy is probably going to be pretty apprehensive and not thinking in a rational manner,” Neal said. “And this guy’s walking up to my vehicle with a gun.”

    I’m not in now or have been in a militia. I’m a quiet, normal tax-paying, hard-working American that is growing concerned with the direction that this country is being taken.     It is “educational” alright. It only serves to project the agenda of the “ruling class” right down the line to their enforcement agencies. Notice that the phrase used by some police agencies “we are outgunned” comes up quite often as of late. In my opinion, if a police agency is “outgunned” it is because of the ineptness of the leadership of that police agency to stay current. It is through spreading the fear that “dangerous weapons” are on every street corner that the agenda is passed along. In reality, the danger comes in the educational process and the assumption that the common citizen knows less than the average police officer. Trust me, this is fallacy. I can, and often do, out shoot a police officer. Would I use that as a tool against a police officer? Hell no. Why? Because I have morals, ethics, and the obligation to obey the law just like every other rational human being. Some just choose not to care about the law, which be from mommy not hugging them enough, anger at society, or just plain being fucking ate up with dumbass. These are who we should “fear”. (Note: I put fear in quotation marks because if one were to allow fear to be a factor, these are the idiots it should be directed at. Personally, I choose the words “deal with” as an end to that statement. Take from it what you will.)

    Here’s a personal story real quick to demonstrate the “authorities” and how they dislike the thought that an “ordinary citizen” might be armed. I come home from school the other day (I am NOT a 20 something anymore). As I approach my house I realize that there is a Sheriff’s vehicle blocking the street that intersects my street, directly across from my house. I carry a 1911 consistently. As I pull into my driveway, I realize there is a helicopter cycling circles around the neighborhood. I scan my front door, it’s closed as I left it. I begin to gather my stuff, including my 1911. I placed my 1911 in my lap as I turned around into the back seat to retrieve my book bag, etc. As I turned around (I have tinted windows) and faced the front of my vehicle (Chevy Silverado 1500) and turned it off I get, “tap tap tap” on my window with a flashlight. I turn the key back on and roll the window down. “Sir, I know you just got home, but do you mind if I look in your back seat?” “For what?” (Bear in mind I have my 1911 in my lap, somewhat blocked from his view by my book bag. As if annoyed I get, “Well, we’re obviously looking for someone…” I cut him off, “Tell ya what, you reach in and grab my pistol out of my lap, and you can.” Eyes big, oh shit on his face. “Well, I don’t think anyone would be that dumb or lucky to take you hostage.” Smiling uncomfortably he just walked back to his car. “WTF??” So, I proceed into my house with all of my gear, check it out, and sure enough, fine. I came back out (it was cold for Florida, 46°) and I put my hands in my pockets not thinking about it. I approached his vehicle. “Sir, take your hands out of your pockets!” I removed my hands and said, “Relax, dude, if I wanted a gunfight, don’t you think it would have happened at my truck? I’m cold.”

    You see, this was a direct confrontation of his “authority” which is his “security”. I realize that police personnel have a difficult and sometimes thankless job. His demeanor changed (probably due to embarrassment from the encounter AT my truck) to indicate he was now “on guard”. I asked, “Do I need to pick my kids up from school? Is there something major going on, or was it just one of the idiots at the apartment complex back there (a crackhead section 8 apartment complex is located less than a mile from my house) again?” “Just go in your house, we have it under control.” “Yeah, as the helicopter hovering shows me, but that didn’t answer my question. I don’t want my kids walking into a situation that may turn stupid. I mean, I realize you have it under control and all, but if you had a hostage situation occur, you might not have control anymore.” Blank stare… “No, I don’t think it’s any big deal. (Demeanor change again, like, wow, I didn’t mean to be a dick, it just worked out that way.) We do have a dog coming so I would suggest you go inside.” “No problem, but I will be leaving soon to pick my kids up, even though you have it under control.” Turns out they caught whomever it was shortly thereafter and I didn’t have to go get my kids, but read the story a few times. Let it sink in. Digest it for what it is. At no time was I threatening, and at no time was I condescending, yet I was treated as though I was the problem. Again, I know what law enforcement personnel go through, I have many friends who are law enforcement. That will happen when you instruct shooting and compete in IPSC, IDPA, etc. Had I actually thought about what I was doing, I would not have put my hands in my pockets. I just assumed he realized I wasn’t a threat. That was MY mistake. I digress.

    This statement struck me. His description will be looked at by the “average” citizen as a paranoid statement. The point I take from it is this: A law enforcement officer is a human being. They are as prone as anyone else to make mistakes including assuming that they are being threatened when they are not actually encountering a threat, simply by the cues they are trained or told to base that opinion on. Just ask the Atlanta SWAT team that shot and killed an 80 something year old woman whose home they raided mistakenly. They were at the wrong house, kicked in her door, she was scared and decided to defend her property from whom she thought was thugs kicking in her door to rob her. She was in a panic. She was a law abiding citizen well within her rights to defend her property. She shot two of them before they had the time to identify that they were police officers. They shot and killed her. Atlanta and federal authorities found that the only criminal activity on that date concerning that incident was the confidential informant’s informing the police of activity at the wrong location. The target house was actually next door. Going back to the quoted statement, it would be tragic should a law enforcement officer pulled this guy over and seeing his Ron Paul bumper sticker assumes that he was dealing with “a nutcase”. While approaching the guy’s vehicle with a weapon drawn (due to this educational thing) the guy doesn’t realize he has a weapon pointed at him because he is gathering his documentation, and forgets to put his cell phone down. One tenth of a second of panic and this guy’s head is all over his wife and kids. All due to “an educational thing”. Far be it for me, the non law enforcement type, to call attention to this though. What the fuck do I know? I only handle firearms every day of my life, and have only been in combat twice. I don’t know what panic is. Nor do I know what it is like to fall back on training almost in a surreal state as if my mind was separated from my body and looking down from somewhere else making it the training that motivated me to move forward. No, I certainly don’t know any more about these situations that the “average” citizen.

    Also, if you go to the link you provided and read the entire “pamphlet” I get the feeling that it either is a hoax, until I read an email back from the email address provided on the “pamphlet” or that the writer of the pamphlet is far less educated than he wants others to assume.

    Several things hit me.

    Mispellings

    Counting Eric Rudolph as “Militia”. Stating that Eric Rudolph was strictly an anti-abortionist is like calling Sarah Brady legitimately concerned for the safety of the nation. If she had any notion of sanity in her agenda she would realize that it is enforcement we need, not further restriction. It just isn’t there. Eric Rudolph was admittedly more of an anti-govermnetalist who struck abortion clinics as a way to show that the government was amoral and corrupt. He stated it in court, read the documentation.

    The Michigan Militia member who shot the law enforcement officer during the serving of a “warrant” admitted to it, and it was uninvolved with the militia, it was a divorce summons according to the trial.

    The farm worker attempting to obtain Sarin and C4 was not tied to a militia movement, just a lone guy wanting to exact his own revenge for whatever.

    The writer assumes that those of us who disagree with the election of Ofuck, only do so out of racism and not ideological differences inferred.

    The author negates the fact that the anger at the taxation system is because of the already overburdening of the law abiding tax payers and that the opposition to the tax money being spent on non-taxpayer subsidies and entitlements is what drives most of these individuals to oppose taxation as it exists. Try the fair tax chief…assuming you want fairness in taxation…

    Is it really extreme to fear that statements made may be true intentions? Yes, there is fear that Ofuck will mandate three month training or indoctrination programs, therefore building his own version of the SA/SS. It has happened, and it wasn’t extreme to fear it in 1939, trust me when I say this.

    Protection of our borders is every citizen’s responsibility. The formation of the “militias” to do so, was nothing more than the uniform coordination of that movement in order to promote a core set of values and rules to do so. I assume he is referring to The Minute Men and their movement which has publicly stated they don’t even carry firearms on their patrols, nor do they stop anyone on their patrols. They observe the movement of illegal immigrants and call the proper authorities within ICE to deal with them.

    Playing paintball has nothing to do with military training. It has been illegal since the mid 80′s to formally train in military tactics. If this statement were legitimate, there would have been many arrests reported. I have seen none.

    It is, at least in Florida, illegal to recruit for any organization promoting military training as an objective at any gun show. There are a few re-enactors who commonly attend gun shows, and the NRA, other than that, there are almost no cases of recruitment happening at gun shows. At least in Florida. Then again, there have never existed any loopholes at gun shows either. FFL’s have always had to do background checks. The loophole they are chasing is the individual’s right to sell a personal firearm to another individual. Hence the new licensing law being pursued in D.C.

    And in closing THIS book, I didn’t see mention of Ron Paul. Sorry, but maybe I missed it? It appears that this author is either: A.) Trying to intentionally instigate aggravation at the Mo. law enforcement, or B.)Has no real clue and a substandard education, but was tasked with putting something out in order to represent a threat to procure funding.

    I haven’t made up my mind yet on this…

    :shock: Read the entire linked document again. NOWHERE does it deny the beliefs of the “militias” are false! It says “here are their beliefs,” and lists NWO, whatever, but does not argue the point that they are wrong! During Clinton’s term, anyone having an anti-abortion sticker was deemed to be a “possible terrorist.” All this crap is being put out to scare people into line. I have some buddies who flew a Gadsden flag in Iraq; I hardly think serving armed forces personnel are “militia members.” Most, if not all of these militia scares are drummed up by BATF, the FBI, whatever, to scare you from voting for who you want to vote for or exercising your Bill of Rights. Remember, the current administration is going to try anything they can to foment trouble and pit people against each other. It follows Alinsky, Lenin, etc. Riddle me this: How come these LEO bulletins NEVER refer to communists or jihadist organizations? Hmmmmm? If they are freaking out over “militias” while Hadji and his pals are running loose, the border with Mexico is a seive, and the wealth of the USA is being wiped out, I would think that instead these FED LEOs are idiots and need to be fired.     I attended a free C.E.R.T class in southwest missouri a while back.(community.emergency.response.team) I liked the idea of serving my local community in a natural disaster or emergency, plus we got a free backpack full of gear. One of the classes delt with emergencies due to homegrown terror groups. In this area of missouri there are groups connected to the KKK. It was stated that there were currently two dozen groups that were being moniterd by the ATF and FBI. This fusion center was discussed as well as the need for local law inforcment to be able to identify hate groups. It was intresting that they presented it as domestic terrorist and hate groups and did not use the term “milita”. It would not supprise me if a document like this was created. I do not feel it is right for concerned citizens to be lumped in with hate groups.

    It reads like a simple-minded one-dimensional, listing of groups, types, tactics and motivations.

    I suppose it is a good way for the police to give a quick history lesson and overview of Militia movements in the US to the troopers and police forces. I would not want to leave this kind of data gathering up to each individual police department in the state (Not everyone should write history books!), so it follows that someone should catalog the Militias and their motivations.

    But this pamphlet paints Militia movements as dangerous first, and even as misguided patriots, Constitution be damned. Militias are part of the Constitution itself and I would think they need to actually support and defend them in public. This would lower fear and distrust. Things are too amped up to have misunderstandings like this.

    I’m very conflicted. Our organization supports our local police in our own way with funding for small projects.

    I wonder what the ‘take’ our local poice have on Militia groups in general?
