I must be naive. I really thought the administration would welcome the return of bank bailout money. Some $340 million in TARP cash flowed back this week from four small banks in Louisiana, New York, Indiana and California. This isn’t much when we routinely talk in trillions, but clearly that money has not been wasted or otherwise sunk down Wall Street’s black hole. So why no cheering as the cash comes back?

My answer: The government wants to control the banks, just as it now controls GM and Chrysler, and will surely control the health industry in the not-too-distant future. Keeping them TARP-stuffed is the key to control. And for this intensely political president, mere influence is not enough. The White House wants to tell ‘em what to do. Control. Direct. Command.

It is not for nothing that rage has been turned on those wicked financiers. The banks are at the core of the administration’s thrust: By managing the money, government can steer the whole economy even more firmly down the left fork in the road.

If the banks are forced to keep TARP cash — which was often forced on them in the first place — the Obama team can work its will on the financial system to unprecedented degree. That’s what’s happening right now.

Here’s a true story first reported by my Fox News colleague Andrew Napolitano (with the names and some details obscured to prevent retaliation). Under the Bush team a prominent and profitable bank, under threat of a damaging public audit, was forced to accept less than $1 billion of TARP money. The government insisted on buying a new class of preferred stock which gave it a tiny, minority position. The money flowed to the bank. Arguably, back then, the Bush administration was acting for purely economic reasons. It wanted to recapitalize the banks to halt a financial panic.

Fast forward to today, and that same bank is begging to give the money back. The chairman offers to write a check, now, with interest. He’s been sitting on the cash for months and has felt the dead hand of government threatening to run his business and dictate pay scales. He sees the writing on the wall and he wants out. But the Obama team says no, since unlike the smaller banks that gave their TARP money back, this bank is far more prominent. The bank has also been threatened with “adverse” consequences if its chairman persists. That’s politics talking, not economics.

Think about it: If Rick Wagoner can be fired and compact cars can be mandated, why can’t a bank with a vault full of TARP money be told where to lend? And since politics drives this administration, why can’t special loans and terms be offered to favored constituents, favored industries, or even favored regions? Our prosperity has never been based on the political allocation of credit — until now.

Which brings me to the Pay for Performance Act, just passed by the House. This is an outstanding example of class warfare. I’m an Englishman. We invented class warfare, and I know it when I see it. This legislation allows the administration to dictate pay for anyone working in any company that takes a dime of TARP money. This is a whip with which to thrash the unpopular bankers, a tool to advance the Obama administration’s goal of controlling the financial system.

After 35 years in America, I never thought I would see this. I still can’t quite believe we will sit by as this crisis is used to hand control of our economy over to government. But here we are, on the brink. Clearly, I have been naive.

    To truly take control of the free market economy you need to control the money. You need to control the banks. The obama regime is not deep rooted enough at this time to allow him to simply nationalize the banks by a sweep of his dictatorial hand and signing executive orders.

    This is a big goal in the march to the neo-marxist state that obama yearns for, to gain control of the flow of money in a still free market economy. It will not be welcomed by the business community, they will politically fight the president and his minions. As long as the CEO’s and top management hold control over their banks obama will have a much harder time to impose his ideology. The clock is running. 2010 is not that far away when you want to strip away the over 200 years of progress that freedom has brought to the United States of America.

    The initial thrust of the TARP money was to keep the finance markets from panicking and crashing by attempting to recapitalize the banks. Yes, mistakes and some reckless behavior were made by finance companies, but they were not criminal in nature. They made bad business decisions and the companies deserved to fail for it, but it was believed by many in key positions that their failure had to be avoided if possible, that their collapse would be have repercussions that would bring on a failure of the global economy.

    The federal government at the end of the Bush administration decided to infuse money into the finance system to avoid a perceived disaster. This may have well worked if they had stopped at the initial 750 billion infusion and then let the markets work through this correction naturally. We will never know. President Bush made a decision to assist the incoming administration by giving it control of half of the 750 million, essentially leaving the little dictator the first installment in his road to neo-marxism.

    The remaining 375 million was not enough to co opt the banking system in this country.

    What to do?

    How could obama exert enough pressure on the heads of the major banks in this country to force them to comply to his wishes?

    What would a thug do?

    Physical intimidation is a tool of a thug and so is threatening lives. So obama had to find a way to threaten the bankers.

    Make AIG a villain to the unwashed. Have fellow democrats threaten to release the names of private citizens who were only guilty of receiving pay for their labor. Have groups or mobs holding allegiance to obama go to the homes of private citizens and cause the AIG employees fear for the safety of their family.

    Next look for a wounded or weak target. Someone who had taken a bite of the poison apple of government bailout money. GM, one of the largest corporations in the world was on the ropes. Obama decided to what to do. Whatever recovery plan GM may offer will be inadequate, the only option acceptable would be for the CEO Richard Wagner to be made a sacrifice.

    His head on a pike! Quite the prize for the dictator.

    Next bring in the bankers. The bankers need to see what is store for them if they do not bend to the wishes of the regime. They are metaphorically shown the head of Wagner on the presidential pike. They are told such fate awaits them, that he will not be able to stop his swarming pitchfork waving mob unless they do as they are told.

    The President of the United States of America has made policy to threaten private citizens with physical violence, and not only to the individuals in his way, but to their loved ones also.

    I blasted my Congressman and both my Senators for this bullshit. I reminded them that I am a customer and will ULTIMATELY determine where my money goes and it will NOT be in ANY bank owned or controlled by the government. I also informed them that I will not purchase any product where the government has a controlling interest.

      The more vibrant the economy the more money is made by those that handle the profits. Everyone I know in the industry are capitalists.

      The Fed has SO MUCH POWER, its scary, and the IMF and World Bank. Most people look at the Titles/Names of these organizations, what they should be looking at are the Board of Directors and CEOs… The REAL POWER BROKERS.

      No argument there on the level of power wielded by the feds, imf, world bank. I have reason to believe that some ceo’s have been bent by that power and have made decisions and took actions that they otherwise would have found not to be in the best interests of the company and it’s stockholders.

    To Steve in NC. Although most of the policy statements of the World Bank deal with economic issues, a close monitoring of its activities reveal a preoccupation with social and political issues. This shouldn’t be surprising considering that the Bank was perceived by its founders as an instrument for social and political change. The change which it was designed to bring about was the building of world socialism, and that is exactly what it is accomplishing today. You see, what you have in your wallet is not money, but IOUs. There is no gold or silver standard backing the bills you and I carry. The bankers have it all. Seriously, get the book I posted. It is well worth the $25.

      I see the world bank as a political organization. Always have, but I am referring to banks in this nation that are to be run as a profitable business and not designed for political reasons. obama now wants to control US banks for political reasons to help create socialism/neo-marxism in this nation.

    Ok. So I’ll put to you that visit this site the same question I asked of my readers. How do we stop him? Vote him out? Not an answer that will do us any good. Best case scenario is to give the Dems a thrashing 2 years from now. But look at the damage caused in the first 3 months? We won’t be allowed to upset his power base by then. By hook or crook the dems will win elections, anyways. Just look at the ACORN crap then went on in 13 states this last election.

    So what do we do? The Tea Parties are ignored as are letters to Congressmen and Senators. To say nothing of the same sent to the White house. So, how thick is the blood of Adams, Washington, Jefferson, and Madison? What is the American person willing to commit to to regain our nation?

    Personally, I think we’ve been neutered. I don’t think that many (if any) are willing to be branded a criminal or traitor to take this country back. That’s what it will take. Our founders did it to a brutal monarchy. Could Americans do it here?
