Obama Set to Create An Internet Czar With Broad Mandate

The White House’s role will be to oversee the process, formulate policy and coordinate agencies’ roles, administration officials have said.

President Obama is expected to announce late this week that he will create a “cyber czar,” a senior White House official who will have broad authority to develop strategy to protect the nation’s government-run and private computer networks, according to people who have been briefed on the plan.

The adviser will have the most comprehensive mandate granted to such an official to date and will probably be a member of the National Security Council but will report to the national security adviser as well as the senior White House economic adviser, said the sources, who spoke on the condition of anonymity because the deliberations are not final.

The announcement will coincide with the long-anticipated release of a 40-page report that evaluates the government’s cybersecurity initiatives and policies. The report is intended to outline a “strategic vision” and the range of issues the new adviser must handle, but it will not delve into details, administration officials told reporters last month.

Cybersecurity “is vitally important, and the government needs to be coordinated on this,” a White House official said Friday, speaking on the condition of anonymity. “The report give conclusions and next steps. It’s trying to steer us in the right direction.”

The document will not resolve the politically charged issue of what role the National Security Agency, the premier electronic surveillance agency, will have in protecting private-sector networks. The issue is a key concern in policy circles, and experts say it requires a full and open debate over legal authorities and the protection of citizens’ e-mails and phone calls. The Bush administration’s secrecy in handling its Comprehensive National Cybersecurity Initiative, most of which was classified, hindered such a debate, privacy advocates have said.

Obama was briefed a week ago and signed off on the creation of the position, the sources said. But as of Friday, discussions were continuing as to what rank and title the adviser would have. The idea is to name someone who can “pick up the phone and contact the president directly, if need be,” an administration official said, speaking on the condition of anonymity.

Obama pledged during his presidential campaign to elevate the issue of cybersecurity to a “top priority” and to appoint a national cybersecurity adviser “who will report directly to me.”

Having the adviser report to both the national security and economic advisers suggests that the White House is seeking to ensure a balance between homeland security and economic concerns, the sources said. It also indicates an effort to quell an internal political battle in which Lawrence H. Summers, the senior White House economic adviser, is pushing for the National Economic Council to have a key role in cybersecurity to ensure that efforts to protect private networks do not unduly threaten economic growth, the sources said.

The report suggests that although it is a key government responsibility to help secure private-sector networks, regulation should be the last resort, the sources said. The report touts the concept of public-private partnerships to protect nongovernmental systems. It discusses the need to provide incentives for greater data sharing and risk management, and to use the procurement process to drive greater security, they said.

The report recommends that members be appointed to the Privacy and Civil Liberties Oversight Board, an independent executive branch agency created by Congress in 2007 to ensure that privacy concerns are considered in the implementation of counterterrorism policies and laws. The report suggests that the board’s mandate expressly include cybersecurity, the sources said.

The document is based on a 60-day review of cyber policies, led by Melissa Hathaway, the interim White House cybersecurity adviser and former intelligence official who is a contender for the new position. During that review, Hathaway’s team had dozens of meetings with representatives from industry, academia and civil liberties groups, and received more than 100 papers.

    You know, people, the true Hacker is a connissieur (sp). Having known a few, they Hack for the same reason some climb mountains….

    Now, if some clever, connected ACCDF person were to, say, contact a group of Hackers (I don’t mean ID Thieves and pranksters but true Hackers), get ourselves embedded into this NEW Czar’s system, we could play old Harry with it.

    I mean, the way to Obama’s goat is through mocking him. What better way then on the battlefield of the internet?

    I remember reading about a RAM computer (I may have the term incorrect-sorry) where when you turn off the computer the memory is wiped clean-no hard drive, nothing. All you need to do is unplug it and .

    I think everyone needs one of those.

      I’m no lawyer, but as some kind of legal protection, any active defiance should be done strictly to “Support and defend The Constitution of the United States against all enemies, foreign and domestic”.     SPECULATION:
    One might be easily tracked by some big-bertha computer buried deep within the NSA.

    Anyone that has visited THIS site might already be on their shit list. Computer professionals make lists all day long. It is management’s job to decide what to do with any given list. Computer Forensics is mostly science with a little art mixed in, but it is pretty unrelenting and dogged.

    The problem for the Internet Police is in knowing WHO to track. If they already have a list of names and they can connect a name to a specific computer, they can follow or forensically connect a person to real or imagined bad things.

    What am I saying?

    They control the law. Like a dirty cop might have a “throw down” hand gun handy with the serial numbers filed off, there might be a dirty NSA type with a “computer setup” ready to use on an innocent person, or group of people.

    If a malevolent or benevolent hacker or team of hackers worked to attack a system for good or ill the NSA computer forensics people, over time, would be able to work to a resolution. As a computer professional, I would not know how to avoid detection over time. It’s probably impossible to be anonymous forever, but I suppose you could be invisible for a time using advanced techniques. How much time would one have? I have no clue. Some hackers get away with things for years and others don’t last an hour.

    Know this.

    A computer, telephone, text, fax or semaphore flag is only a tool, a means to an end.
    Technology is only a tool.
    Language is only a tool.

    Use your tools wisely.

      It seems to me that Concord Common would not be the proper venue for a revolution. It seems to me that another battlefield might be in order.

      I am not mentioning or explaining techniques to anyone. And I won’t. I am not skilled at any of this. I would only put the people I told techniques to in danger. And that’s the point! This is DEEP water. I am not making suggestions for someone to follow. It’s a rigged game and I don’t want to play.

      As good as my understanding of the subject is, I know enough to be fearful of using digital media as a weapon. I am a white hat. I do not know black hat techniques.

      My knowledge of computer forensics is at the local Police level. The FBI, and even more, the NSA have techniques, software and hardware in every telephone switching hub, Internet Provider co-location and outhouse. They have ears in the ‘digital world’ to every corner of the globe.

      In this world, we all have social security numbers, tax records, traffic tickets, property ownership deeds in the County Recorders Office, etc..

      The only person that would be able to move around without being tracked easily would be someone that never had and is without any of these markers, AT ALL. Even then, they have a body and a face. As I recall, they made me get my children social security numbers when they were born. What does this tell you?

      Remember, there are still more good guys in that police system than bad. But, even they can’t tell good from bad at the micro-level they work in. It is a ‘need to know’ problem for them from within a vast system/network. Only their boss’s would know the intent behind a given surveillance or forensics dig site. Even the boss’s may not know the actual intent at the top.

      What I have said in the post above is to first understand the mission, the goal.

      THEN think about tools.

      Don’t get it backwards. Not everything needs to be digital. Not everything needs to be digital. Not everything needs to be digital… Am I repeating myself?

      Think smoke signals, captain courageous decoder rings, etc. before dealing with hackers of unknown origin or intent on a highway owned, controlled and watched by Obama and his minions. That is all.

    Get used to it kiddies. Fight it if you can, and IMHO the best way may be to disconnect as much as possible.
    The internet is a very useful tool and I don’t suggest removing it from your life; just avoid its entanglements as much as possible from the perspective of how much information you store.And by the same standard, DEMAND of your congress-critters that THEY don’t support ANY Big Brother tactics be imposed on YOUR internet. It is too useful an informational resource to allow this.
    As for info mining, certain programs already exist that ‘hit’ on keywords and begin tracking of conversations or information.’Carnivore’ was one of them. If they’re talking about such things openly you can bet they’ve been DOING tme quite a while and even MORE devious acts are already taking place you do NOT hear about.
    The Obamanation can create as many czars as he wants; if congress doesn’t FUND it it doesn’t mean a thing.

    The people who put Obonga in power are perhaps the most wealthy and powerful people in the world. They don’t fuck around. They knew how to prepare the ground years ahead; seeding the landscape with chaff that the dumb populace would eat up. They are ruthless and determined to achieve their goals – and those goals are 180 degree opposite of the values which we here at this site believe in.

    Know this: for mission critical stuff we are best to not go digital in any way. I have shared this view with a few buddies of mine here in NH and they are in agreement that some things should not be communicated in a way that the thugs in charge could lay their hands on.

    The people behind Obonga will do whatever it takes to consolidate and maintain their power. Bet on it. They are not out to just win by squeaking by. They don’t want to leave anything to chance, so they will snuff out any and all opposition everywhere in this country. Just look at how they are working to divide Republicans and conservatives against each other. They are running a sophisticated psy-op that I am sure was planed well in advance.

    Don’t underestimate these people.
