Will NorthCom Take Over In Swine Flu Outbreak?

The swine flu outbreak raises a lot of fears.

Here’s one you might not have thought of yet: The Pentagon may be taking over more and more of our civil society in this crisis.

Back in 2002, President Bush created NorthCom, the Pentagon’s Northern Command, which has jurisdiction over the United States.

And NorthCom has been running preparedness drills in the event of a flu pandemic for at least the past three years.

Making things more alarming, NorthCom got assigned its own fighting unit six months ago—the Army’s 3rd Infantry Division’s 1st Brigade Combat Team, which had spent much of the last five years battling things out in Iraq.

The assignment of that fighting unit alarmed the American Civil Liberties Union (ACLU). “This is a radical departure from separation of civilian law enforcement and military authority and could, quite possibly, represent a violation of law,” said Mike German, ACLU national security policy counsel.

Testifying in March, General Victor Renuart, head of NorthCom, said it would provide “assistance in support of civil authorities” during an epidemic. And, he added, “when requested and approved by the Secretary of Defense or directed by the President, federal military forces will contribute to federal support.” But he boasted: “USNorthCom does not wait for that call to action.”

He noted that NorthCom has prepared for a flu outbreak from Mexico. “Because Mexico is our neighbor and disasters do not respect national boundaries, we are focused on developing and improving procedures to respond to potentially catastrophic events such as pandemic influenza outbreak, mass exposure to dangerous chemicals and materials, and natural disasters,” he testified.

NorthCom also has a “private sector cell,” Renuart said in a talk to the Heritage Foundation on August 20, 2008. “We have great participation from industry and from other organizations around the country.”

One private sector group that has worked with the FBI and Homeland Security on pandemics is InfraGard. This is group of more than 30,000 businesspeople who have special access to confidential FBI information and may be assigned special—and lethal—duties in times of an emergency (See “The FBI Deputizes Business”).

An InfraGard chapter held a meeting at NYU Medical Center on February 21, 2007 on “Pandemic Preparedness Planning: the Case for Public-Private Collaboration”.

InfraGard also participated in a conference entitled “Surviving the Pandemic,” held in Madison, Wisconsin, October 12, 2006. That conference was co-sponsored by the Southeast Wisconsin Homeland Security Partnership, two centers at the University of Wisconsin, the Madison Area Technical College, Alliant Energy, and American Family Insurance.

InfraGard wants to be a player in pandemic response. “Utilization of their expertise will help local communities prepare for a possible pandemic event to ensure minimal disruption and quick recovery,” one InfraGard press release stated.

Whether and how InfraGard and NorthCom might be working together in this swine flu outbreak is unclear.

Similarly, it is unclear what actions NorthCom might take if an all-out pandemic ensues.

One last concern: George W. Bush bestowed upon the Presidency enormous powers, essentially to be in charge of every branch of government, as well as state and local and tribal governments and the private sector, in the event of a “catastrophic emergency.” (See National Security Presidential Directive 51)

We’re in a public health emergency now. It’s not “catastrophic” yet. But it appears to be up to the President—and the President only—to make that determination, according to the directive.

Congress needs to hold hearings on NorthCom, InfraGard, and National Security Presidential Directive 51.

We must insist on our rights, even in emergencies.

    Obama Faces More Questions on Citizenship

    AP- WASHINGTON D.C. – In a move certain to fuel the debate over Obama’s qualifications for the presidency, the group “Americans for Freedom of Information” has released copies of President Obama’s college transcripts from Occidental College. Released today, the transcript indicates that Obama, under the name Barry Soetoro, received financial aid as a foreign student from Indonesia as an undergraduate at the school. The transcript was released by Occidental College in compliance with a court order in a suit brought by the group in the Superior Court of California. The transcript shows that Obama (Soetoro) applied for financial aid and was awarded a fellowship for foreign students from the Fulbright Foundation Scholarship program. To qualify, for the scholarship, a student must claim foreign citizenship. This document would seem to provide the smoking gun that many of Obama’s detractors have been seeking.

    The news has created a firestorm at the White House as the release casts increasing doubt about Obama’s legitimacy and qualification to serve as president. When reached for comment in London, where he has been in meetings with British Prime Minister Gordon Brown, Obama smiled but refused comment on the issue. Meanwhile, White House press secretary Robert Gibbs scoffed at the report stating that this was obviously another attempt by a right-wing conservative group to discredit the president and undermine the administration’s efforts to move the country in a new direction.

    Britain’s Daily Mail has also carried the story in a front-page article titled, “Obama Eligibility Questioned”, leading some to speculate that the story may overshadow economic issues on Obama’s first official visit to the U.K.

    In a related matter, under growing pressure from several groups, Justice Antonin Scalia announced that the Supreme Court agreed on Tuesday to hear arguments concerning Obama’s legal eligibility to serve as President in a case brought by Leo Donofrio of New Jersey. This lawsuit claims Obama’s dual citizenship disqualified him from serving as president. Donofrio’s case is just one of 18 suits brought by citizens demanding proof of Obama’s citizenship or qualification to serve as president.

    Gary Kreep of the United States Justice Foundation has released the results of their investigation of Obama’s campaign spending. This study estimates that Obama has spent upwards of $950,000 in campaign funds in the past year with eleven law firms in 12 states for legal resources to block disclosure of any of his personal records. Mr. Kreep indicated that the investigation is still ongoing but that the final report will be provided to the U.S. attorney general, Eric Holder. Mr. Holder has refused to comment on the matter

      I have seen this posted on several blogs but have not been able to trace it to AP or to the Daily Mail. When I do a search nothing comes up. Have you had any success?

      The AP date post varies from website to website. Most of them sate April 1st i.e. April Fools day. No website has any AP links.

      I believe it is most likely a hoax.

    AP = African Press based in Sweden or Finland.

    I have traced a report that while there are “only 23 suspected cases reported”, as of yesterday 388 samples have been sent to the CDC from Louisiana for analysis.

    You have to remember that the “Spanish Flu” of 1918 came through in the spring but did not hit hard until the fall in a second round.

    Ok. I’m going to put on my insane hat for a minute and float something that occurs to me, and scares the crap outta me at the same time.

    Could the flu be artificial? They’ve been practicing for this EXACT happenstance since ’06? How often does the government ever get anything this right? With this specificity? Perfect storm theories abound and this one fits also.

      Probably not.

      Yes, it is relatively easy to manufacture something as simple as influenza, but we’ve been loooong overdue for another pandemic for a long time now. And this is the old H1N1 virus, meaning it’s not artificial.

      Given how filthy Mexico is, it was pretty much a race between them and China as to who would crank out the next superbug first. And remember, the government’s preparations for this began in 2006, after the SARS scare.

      I see how it could look like conspiracy, but you just have to delve a little to see that it’s not.

      I’ve had my tin foil hat on since last weekend because of this flu. Here’s the one thing that I keep thinking of: Biden making that ridiculous statement about how obama will be tested in the first 6 months of his presidency. That had to be the stupidest statement Biden has ever made. And that’s saying a lot.
      That statement was probably just Biden being Biden ie an idiot who talks first thinks later. What if it wasn’t though. Was this the plan? Release some bug in Mexico so they can tighten their control over the people.
      I really don’t believe that, it would take more brains and organization than they have. But, I can’t help but think if Cheney made a statement like that reporters would be all over him. They would be demanding an explanation and he’d be accused of fear mongering. The double standard is mind boggling.

    Even a very liberal friend of mine has read Tom Clancy’s “RAINBOW SIX” and thinks that the Mexican flu is a ‘designer-disease’ to kill Americans. Do not know if this is true, but his statement was that flu-victims have been Hispanic (mixed Mexican/White) and White-European.

    An interesting correlation is the closing down of Schools and Events that had some worried and making comparisons to the Breslin School Attack in Russia.

    Add in recent stories of Islam (and Obama’s) belief in Eugenics and that killing part of the population is necessary for the Environmentalist Movement to feel good.

    Rainbow Six, Twelve Monkeys, Planet of the Apes, Soylent Green, or even as far back as the 1927 movie “Metropolis” where the evil Soros-like character worked to covince the workers to destroy the machines (“It’s the Machine’ Fault” is one of the lines in the movie.)

    No, I do not think I am reading too much “Hollywood” into today’s politics. They really want to act out movie scripts for REAL.

      Yeeaaaah… that’s almost certainly bullshit.

      Not calling you or your friend a liar, just saying that this can’t be something contrived since it’s a disease we’ve dealt with a century ago.

    According to an expert on Fox today the flu kills over 30,000 world wide every year. The last number I saw was 900 and something. A bit much about nothing?

      The fear is it will come back around in a few months, mutated and fatal.That’s what happened with the Spanish flu in 1919. I’ve thought a lot about this and I’m by no means an expert, but I think the American people should be ok. We have one of the best medical systems (for now) in the world (did they have respirators in 1919?). What worries me is if there’s a bad flu, people won’t be able work and the world economy will tank (worse than it is now), and there will be civil unrest. Just what he wants so he can rise to dictator status.

      I went to the Meijer 300 at the Kentucky Speedway last year. They had soldiers there too. I asked my fiancee about it, he said it was normal. I can’t remember if they were armed, I think they were. It was strange.

      I don’t recall that being normal part of festivities, but then I have been to one in years. I don’t recall any Military presence locally even after 9/11.

      Personally I don’t think it is normal. It is a bad omen in the sense it has becoming acceptable and that ‘help’ the military is providing can be abused by those in DC.

      At this rate, in another 10 years the Military won’t be the military as we no it, and your local LEO’s will be a thing of the past.

    I don’t know who the guys were at the Kentucky Speedway were, but I looked at the picture Paslode linked to, and they looked pretty much the same. It was odd. Maybe it’s a Kentucky thing.

      I’ve seen Guard out at the Iowa State Fair before, especially in the summer of ’06 when Iran was first getting froggie.

      I hesitate to flip shit over that picture.

    I agree that this flu was way Overhyped.

    But here is the “what if swine flu”…
    Was used to Guage Response Times; Used to Guage Who Will and Who automatically Believe and Swallow Gov’t Line; and How to Get Public Used to Armed Streets and Gov’t Experts in Charge (even if they don’t know shit).

    Some of that fits in with Perfect Storm and fear of US School Attack like Breslin.
    In that way it is very easy to set up the Obama Armed-Security Force to “protect the public interest”.

    Again, I am wearing my tin-foil Hollywood ‘Life Copies Movie Plots’ hat and say that is it very easy to create “anthrax, plague, swine-flu, SARS” need to shelter people…and have show of the Military like the Devil’s Tower scene in “Close Encounter” telling the public it was a ‘toxic spill’.

    All I am saying is…
    Look at how easy it was for Dallas-Fort Worth area to shut down so many schools, cancel the 2nd largest public event in the area (Mayfest), and have the HEALTH DEPARTMENT acquire so much power on 2 confirmed cases and 1 later-dismissed case of flu.

    There was talk of instgating the local Homeland Security-Local Disaster Center, like with tornado or bomb. But not sure if happened or if it was just a rumor.

    If so, then Yes-Jihadis had help getting a look-see into Govt. Responses.

    If Obama is trying to destroy Country on his own, then ‘How To’s’ might be like your Kentucky scenario.

      2. As Zero goes, what we ‘see’ is he is ‘attempting’ to turn this country into his vision. JMO here…But what is actually happening is powerful people are pulling his strings so they can make bank on it. He has been elected, he donors and backers are now getting their (ROI) Return on Investment…….Unions, the Media, the Green People and probably some jug heads outside our border.

      Just keep in kind we are at War and we have been at War for a decade or two….it just hasn’t reached the level of firearms.
