Now, if there is a sudden increase in a certain area...that would be cause for concern since it is possible you are looking at a 'stupidterroristtrick' as in "What's in the box, Abdul? Were these people terrorists planning an attack or 'technicians' making a weapon OR was this merely a few unfortunates? That is important. Also, as has been stated, fear is a weapon. This could be part of a tactic to increase fear. Bubonic Plaque, in its natural form, is treatable IF there is efficient and effective medical care. I don't suggest is is a case of the sniffles but it is not a Dr. Tripps (from the King book I think) or a 'I am Legend' sort of disease. The real questions to be asked is this:
