    The horse was already dead before being moved to that location.

    The owner probably couldn’t afford to feed it & no slaughterhouse in the U.S. will accept horses anymore, so he shot and killed the animal.

    And he couldn’t afford to have the local Tallow Company come and get the carcass, so he dragged it to that location so it becomes the county’s problem.

    That’s my guess anyways.
