“That PDF form is not a passenger manifest. It’s a set of Flight Orders (Flight Authorization) for the aircrew and mission essential ground personnel (MEGP).
A flight manifest is a completely seperate document.
I guarantee there was a flight manifest for that flight and there were more than 15 people on that plane.”
