DUDLEY — Voters last night added language to a town bylaw that will make it illegal to own more than three cats without a kennel license, though Selectman Steven Sullivan said housing three felines was already a violation.

The article came after a neighborhood feud over cats owned by Mary Ellen Richards of Kennedy Drive.

Some of Mrs. Richards’ 15 cats are allowed outside, and one neighbor said the cats have ruined his yard.

The discussion at town meeting last night had Mrs. Richards warning residents that the $100 per day fines being imposed on her could also be imposed on them if they fail to get kennel licenses for their pets.

She has put her home up for sale and plans to move to a “more cat-friendly community,” but vowed to fight the fines.

It’s like that here in Vegas. You can own three cats, but all three must be registered, and provide proof they are spayed/neutered with a rabies vaccine.

If you wish to own over three cats, you can up to 12 however, you must apply for what is called a “cat fanciers permit”, which includes a home visit for inspection, registration, and proof of all over the age of either four or nine months are spayed/neutered with a rabies vaccine.

Additionally, if I remember correctly, if you give away a kitten, by law here, it must be spayed/neutered.

Other crazy cat laws here are that if you feed a cat, even if it is a stray or feral, then according to law, you own the cat and you are responsible for it. So if you feed a feral colony, and feed more than three cats without a permit, you are breaking the law. The county did make a law regarding ferals that if you register as caretakers and register the colony, then you could legally feed the ferals without fear of prosecution, and if Animal Control was in the area of a registered colony, and picked up an animal, they had to notify the caretakers of the colony that a cat fitting the description of one of the colony had been picked up. It is however, in my experience that most of the time, Animal Control does not contact caretakers when an animal is picked up in a registered colony area.

Other stupid animal laws. It is illegal to impeded the flight of a pigeon however, there are companies here that shoot pigeons to reduce the population……
