    Unauthorized removal of mail from someone’s mailbox and then opening the mail is MAIL THEFT, a Federal Offense.

    Just because they walked up to the recipient’s front door and waved the ballot in their face doesn’t undo the crime.

    The U.S Postal Inspection Service investigates crimes like this, they need to be involved at some level.
