“Let’s Make History”: Reid’s Socialist, Abortion-Supporting, Too-Expensive Health Plan Scrapes Just Enough Votes To Pass Senate Filibuster

The end is nigh.

WASHINGTON (AP) – Landmark health care legislation backed by President Barack Obama passed its sternest Senate test in the pre-dawn hours early Monday, overcoming Republican delaying tactics on a 60-40 vote that all but assures its passage by Christmas.

“Let’s make history,” said Sen. Tom Harkin, D-Iowa, shortly before the bill’s supporters demonstrated their command of the Senate floor in an extraordinary holiday season showdown.

The bill would extend coverage to more than 30 million Americans who now lack it, while banning insurance company practices such as denial of benefits on the basis of pre-existing medical conditions.

The atmosphere was intensely partisan, but the outcome preordained as senators cast their votes from their desks, a practice reserved for issues of particular importance. Administration officials who have worked intensely on the issue watched from the visitor’s gallery despite the hour. So, too, Vicki Kennedy, the widow of Sen. Edward M. Kennedy, D-Mass., who championed health care across a Senate career that spanned more than 40 years.

Nebraska Sen. Ben Nelson’s announcement Saturday that he had decided to support the bill—in exchange for a variety of concessions—cemented the Democrats’ 60-vote majority behind a bill assembled at the direction of Majority Leader Harry Reid of Nevada.

Republicans conceded Democrats had the votes, but said they hadn’t heard the end of it.

“One can stop it, or everyone will own it,” said Sen. Mitch McConnell of Kentucky, the Republican leader, a thinly disguised warning that his party will use the issue in the 2010 midterm elections.

In a strong attack on Obama, he said, “a president who was voted into office on the promise of change said he wanted lower premiums. That changed. He said he wouldn’t raise taxes. That changed. He said he wanted lower costs. That changed. He said he wouldn’t cut Medicare benefits. That changed.”

But Reid countered with a list of Nevadans whom he said have suffered at the hands of insurance companies. “On average, an American dies from lack of health insurance every 10 minutes. That means that in the short time I have been speaking, our broken system has claimed another life.”

Still, McConnell called the vote the culmination of a long debate, an acknowledgment that it was the single most important vote. Democrats must post 60 votes twice more, and Republicans can delay final passage until Christmas, but not prevent it.

Nelson came in for strong criticism from Republicans in Washington, who complained that he had won favorable treatment for his home state’s Medicaid program. In a bit of political theater, they sought to open the bill up to extend it to all 50 states, but Democrats objected.

Nelson’s agreement to an abortion-related change in the bill drew criticism from Nebraska Right to Life, a longtime supporter, and the state’s Catholic bishops, who issued a statement that they were “extremely disappointed” in him.

His rebuttal came in the form of his vote, as well as a statement. “Too many Nebraskans struggle more each year to pay rising health care costs,” he said. “Too many fear or face bankruptcy and too many are left behind, unable to obtain basic health coverage for themselves and their families.”

The House has already passed legislation, and attempts to work out a compromise are expected to begin in the days after Christmas.

The Congressional Budget Office has estimated the legislation would reduce deficits by about $132 billion over a decade, and possibly much more in the 10 years that follow. Republicans counter those figures are illusory, because they depend on cuts to Medicare that will never take place.

At its core, the legislation would create a new insurance exchange where consumers could shop for affordable coverage that complies with new federal guidelines. Most Americans would be required to purchase insurance, with subsidies available to help families making up to $88,000 in income afford the cost.

In a bow to Senate moderates, the measure lacks a government-run insurance option of the type that House Democrats placed in their bill. Instead, the estimated 26 million Americans purchasing coverage through new insurance exchanges would have the option of signing up for privately owned, nonprofit nationwide plans overseen by the same federal agency office that supervises the system used by federal employees and members of Congress.

The full extent of Reid’s maneuvering was still unclear.

Nelson won numerous changes, including tougher restrictions on abortion coverage and an estimated $45 million in federal Medicaid funds, enough to completely cover his state’s costs of complying with an expansion of the program mandated by the bill.

Vermont and Massachusetts also won additional Medicaid funds; plastic surgeons were persuasive in their bid to strip out a proposed tax on elective plastic surgery; hospitals in the Dakotas, Wyoming and Montana won additional Medicare funds; and there was more money for hospitals in Hawaii to treat the uninsured.

While Nelson’s vote was the decisive one to fall into place for the Democrats, only an unpredictable series of events has left them with the ability to gain 60 without any help from Republicans.

They began the year with a caucus of 58, including 56 Democrats and two independents. Pennsylvania Sen. Arlen Specter added to their ranks in April when he suddenly bolted from the Republican party, and Sen. Al Franken made it 60 when he was sworn into office in July after a long Minnesota recount.

It was only a few weeks before Massachusetts Sen. Edward M. Kennedy, a longtime advocate of universal health care, succumbed after a long battle with brain cancer and Democrats reverted to 59 seats.

With a heavy push from Reid and the White House, and a request Kennedy wrote not long before his death, Democrats in the Massachusetts Legislature quickly changed state law so Gov. Deval Patrick could appoint a temporary replacement.

Paul Kirk, a longtime Kennedy associate and former chairman of the Democratic National Committee, was sworn in Sept. 25. “We’re prepared to go to work,” he said.

    Nelson is but one of the problems. The PRK has it’s share of slack-jawed meat whistles as does just about every state in the union.

    Since the whimpy Repubs can’t seem to find their balls it’s going to be up to the people to force the issue.

    Time for all of us to appoint our leaders and assemble to plan strategy. This will have to involve all patriots in every state in a coordinated effort.

    The DemoRat party is finished and as far as I’m concerned so is the Republican party. We shut down DC, close down the major media and start taking control, by force if needed.

    This health care abomination hasn’t passed yet but it’s a foregone conclusion that it will. We have time to organize but not a lot of it. Do it now or we can all bend over and kiss our own asses good-bye.

    I am reading The Liberal Mind right now and have read Liberty and Tyranny. They make for two very nice companion books. But they tell me two things:
    1) We are 99% fucked. Everything is in place short of barcoding 666 onto our foreheads.
    2) Even if we got back in control, Conservatives just don’t have the balls it takes to bare-knuckle these people into the dirt. Why is that? Why can’t we politically fight to the death like they do?

    They know that if they end up out of control, they will handcuff future goverments into permanent tax hikes, permanent welfare programs. They think you can’t remove these things without damaging yourself politically. They want to force Conservatism to be like it is in Canada, UK and Europe where the right side of politics starts just off left-center. That is the new right in Socialism.
    They want to make it impossible for another Reagan to come to power and affect that sort of change.

    I am far from being a defeatist and the Joint Chiefs were an idea (although I really wouldn’t put any faith in them on this issue). Also, how would you define our Congress at this time if not a Oligarchy? They don’t fear us and they don’t give a shit about what the people have to say. Over a million people showed up on their doorstep of the Capitol Building on 9/12 (including me) for this very topic of unconsitutional laws and out-of-control spending and they said, “Oh, we were unaware, we missed it.”

    These arrogant people get elected by telling lies, then do whatever-the-hell they want without regard to those who elected them because there is no fear of retribution.

    I have removed the wool from my eyes and I see that we are not a truly free country anymore. We used to be free when the people defined the confines of what the government can and cannot do. Today, we are only free within the confines of what the government grants us.

    The only way to get back to where we were without some kind of “300/Hot Gate” martyr action in the middle of DC (in order to spark the rest of the nation to fight) is for some state governors to refuse to follow any of these unconstitutional laws as defined by the 10th Amendment. It wouldn’t take very many as the cost to the other states to carry the unconstitutional laws would jump drastically as each state refuses.

    Know any governors willing to swing it in public?

    Sully I appreciate your optimism, but I do not share it. I’m afraid the fix is in for the 2010 elections, and this proves it. Politicans have always been patronizing to the American people at the very least. They are not even feigning concern anymore, and there has to be a sinister reason for this. If enough outrage is shown over this , you can look for a “National Emergency” before the 2010 elections to postpone or cancel them. If the American people take this relatively quietly then there will just be massive voter registration fraud, or vote counting fraud. Either way we lose. I fear the time for passive resistance has ended.

    We are fucked (for now). The only way is to elect Conservative governors in each state who know the power of the 10th Amendment and can protect their constituents.

    It would work one way or the other. Governors that protect their people would have an influx of smart, hard working citizens from states that do not envoke the 10A. The states that do not follow along would not only be losing the people who pay their taxes but would also have to somewho foot the bill for all the out-of-control spending the legislature has signed into law the the other states are refusing to pay for.

    In other words, every state would end up refusing the unconstitutional laws that Congress dreams up, effectively putting a foot on Congress’ throat and letting them know the states (or better the people in which live in them) will no longer have anymore of Congress’ bullshit.

    The way this is coming together, there will be countless lawsuits against it for being unconstitutional. It’s breaking equal protection at every turn. In one way, if this gets passed and signed, it will become the single biggest case before the SCotUS and will be killed, thus making anyone voting for this monstrosity impeachable. Obama himself will argue before the SCotUS, but it won’t matter IF the justices hold to the Constitution. If they don’t, we know our government has been deeply infiltrated in every branch of power and the States will have no option but to invoke the 10th.

    But when you follow this string and bring up SCOTUS, you can see their progression here (no pun intended…I’m not in the mood for humor):
    1) You see why Sotomayor was so important.

    2) There is a shoulder bill coming along for finance that would give the government the power to take control of any company that is deemed too big to collapse…so big that it would, in theory, threaten the well-being of the nation.

    3) No. 2 relates to the stimulus the preemptive strike of taking over the banks and the auto industry.

    4) The stimulus bought off several states and hog-ties others, so you try as you might about the 10th Amendment, states are using stimulus not to pay off mafia-owned contractors to repair their roads and bridges, but to balance their budget shortfalls.
