damn. I don’t want this at all, incremental or not. We have been involved in “incrementalism” for the last 45 years.

For starters they could allow inter-state sales of health insurance and eliminate most of the mandates that states put on insurance coverage. They actually have the enumerated power to ‘regulate’ (i.e. make regular) inter-state commerce. Free market competition reduces costs and increases quality, but it doesn’t give more power to the Federal government – so they’re not interested in it.
