I first thought it might be a couple of ragheads, but further information has indicated that before the incident, the car was pulled over as a stolen vehicle (most probably, by Mexican Nationals, but their identities are not being released, which is interesting). They fled the scene and abrubtly turned into the base — they probably had no idea where they were going.
In any case, I fully approve of shooting up the car.
