He wants us to have to start paying tribute to avoid attacks, like the feeble attempts of weak rulers of old to keep the barbarian hoards away from their boarders.

But we have to pay the Brazilians to stop cutting down the rain forest first, the Chinese to not call or debts in, and the Russians to not sell their nuclear material to terrorists. Where will the money come from?
