911 Operators are trained to sound dispassionate so they don’t inject any emotion into an already emotional situation. Once she determined there was a serious problem she can activate help from those around her so she can talk to the victim while others run around (physically or electronically) and coordinate help.
Here the tapping in the background? She’s in front of a computer console and can activate emergency response from that keyboard.
