Given the ridiculous level of sensitivity of radioactive sensors in the West as demonstrated recently in Japan, I doubt they could get very far outside of Bulgaria with that object,if it exists, but one never knows, do they?

Sorry to say but if they put the plutonium in a lead pipe the sensors have to be inches away to recognize anything… very easy to smuggle.
