Hype. They found the “LAUNCHER”, that’s about the same as finding a piece of pipe. without the actual rocket the thing is really little more than a wall hanging, functional or not.
Looks like the real danger in this case was an under age driver, in a city full of terrible drivers.

I remember being able to purchase type 69 launchers from cheaper than dirt, it wouldn’t surprise me if they were functional too lol. Without propellent tubes and warhead it’s just a mantel piece.
