I wonder why there was a sign indicating no guns when carrying is illegal. Usually such a restriction indicates a tolerance. I learned this in college when we smoked in classrooms in spite of the no smoking signs. (One professor said it was an indication that smoking was no longer sinful.) Some of this story got distorted to indicate she had some illicit drugs also. Not too responsible if she didn’t check the laws before travelling to NYC.
